Police
in Mozambique say they have stopped an attempt to traffic two teenage
girls who had been allegedly sold as wives for $64 (£51).<br />
The group was caught by police on the border with Swaziland.<br />
The
girls, aged 17 and 13, told the independent TV station STV that they
had been lured in by one of their relatives with a promise of jobs in
South Africa.<br />
Maputo police spokesperson, Orlando Mudumane, said
the girls were kept in captivity for a week in Mozambique before their
traffickers attempted to move them to South Africa.<br />
The older girl told STV that they were unhappy when they were told of the plan to marry them off:<br />

Mr Soyinka promised last week that he would tear up his green card if Mr Trump were elected. <br />
The green card is a permanent residence permit for the US - prized by many African immigrants to the US.<br />
His comments emerged in a filmed conversation with students at Oxford University in the UK.<br />
The famous author appeared to have been taking a swipe at Mr Trump over his radical stance on immigration.<br />
Mr
Soyinka is one of Africa's most celebrated literary figures. He was
awarded the Nobel Prize in Literature in 1986 - becoming the first
African to be honoured in that category.<br />

South Africa's parliament is to debate a vote of no confidence in President Jacob Zuma amid growing calls for him to resign.</div>
An anti-corruption probe last week raised allegations of misconduct against Mr Zuma.<br />
But the ruling African National Congress (ANC) has said the motion "has no chance of succeeding". <br />
This is the third time in less a year the president is facing a no confidence vote.<br />
An investigation by the country's anti-corruption watchdog said a
judicial inquiry should be set up to further investigate allegations of
criminal activity in Mr Zuma's government. <br />
The investigation
found evidence that the Guptas, a business family with links to Mr Zuma,
may have wielded undue political influence over the appointment of
ministers. <br />
Both Mr Zuma and the Guptas have denied any wrongdoing.<br />
The main opposition Democratic Alliance (DA) brought the motion, accusing Mr Zuma of wreaking "havoc on our infant democracy". <br />
"President
Zuma's brand of corruption, economic mismanagement and lies can no
longer continue to exist alongside the project of building a better
South Africa," the party said in a statement.<br />
But calls for the
president to quit have been described as "premature" by ANC secretary
general Gwede Mantashe who said the report had not found anyone guilty. <br />

<b><span style="color: blue;">Teachers of the famous Government Technical High School (GTHS) Bamenda commonly known as Canada have for about a month have decried the administration of the newly appointed principal who is 2 months old in the school</span></b><span style="color: blue;">.</span><br />
They say the principal humiliates them while trying to exercise his administrative duties.<br />
Talking with a senior staff of the school, he said "the principal started by calling a General assembly of Teachers and Students where he surprisingly called out some teachers and asked the students to shout "shame" to them for coming late to class. The general staff of the school got angry and was thinking of a protest. He called another General assembly of teachers and students where he again said if the teachers protest, he will ask the students to beat them up".<br />

The actions of the principal did not end there, later the principal became one of the gate men. At 7:35am (5 mins after the start of classes), the principal locks everyone outside and take the keys to his office.<br />
The teachers are saying the school which has been registering best results in technical schools might see a drop in performance if the attitude has to continue.<br />

Observers have said it is not a good move, they say something else could have been done to those coming late to classed for example their incentives could be deducted or an administrative sanction taken following a well structured administrative procedure. Keeping the teachers out of school wont help the situation but worsen it.<br />

One of the Chibok schoolgirls abducted in Nigeria has been found with a 10-month-old baby son, the military says. </div>
The girl was discovered in Pulka in northern Borno state, spokesman Sani Usman said. <br />
The
announcement came nearly a month after another 21 Chibok girls were
freed after negotiations with Boko Haram Islamist militants. <br />
More than 270 schoolgirls were seized from the north-eastern town in April 2014, sparking international outrage.<br />
Mr
Usman said the latest girl to be found was discovered by soldiers
screening escapees from Boko Haram's base in the Sambisa forest. <br />
Boko
Haram has been fighting a long insurgency in its quest for an Islamic
state in northern Nigeria. The conflict is estimated to have killed more

The freeing of 21 girls in October came after talks mediated by the
International Committee of the Red Cross (ICRC) and the Swiss
government. <br />
Until then, there had only been one confirmed release
of a student kidnapped from Chibok - a 19-year-old woman found by an

The Awala oil refinery in Gabon owned by Olam Group on the 27th October 2016, effectively carried out the exportation of palm oil and palm destined for Cameroon and Spain.<br />

Manchester City midfielder Yaya Toure has apologised to the club for "misunderstandings from the past".</div>

manager Pep Guardiola has said he will not pick Toure until his agent
Dimitri Seluk apologises for criticising the decision to leave him out of the Champions League squad.<br />
"I wish to apologise - on behalf of myself and those who represent me," said the Ivory Coast <a class="sp-story-body__external-link" href="https://www.blogger.com/null">player.</a><br />
The 33-year-old added that he wants "to help City succeed further". <br />
Seluk
said Toure, whose £200,000-a-week contract expires next summer, had
been "humiliated" when he was not included in City's Champions League
squad.<br />
Guardiola, who was Barcelona boss when Toure was sold to
City in 2010, responded at the time by saying: "Seluk must apologise. If
he doesn't, he won't play.<br />
"I cannot accept as a coach, when his player doesn't play, going to the media to speak and speak and speak." <br />
Asked by BBC Sport about Guardiola's stance, Seluk then said: "What do I need to apologise for?"<br />
<br />
"Those statements do not represent my views on the club or the people
who work there," added Toure on Friday, who has not played for City
since 24 August.<br />
"I have nothing but respect for Manchester City and only wish the best for the football club.<br />
"I
am immensely proud to have played a part in the club's history and want

The 19-year-old goalkeeper of Gambia's national women's football team has drowned in the Mediterranean trying to reach Europe.</div>
Fatim
Jawara was on board a boat that ran into trouble last month while
crossing from Libya to Europe, the country's football federation says.<br />
Her family confirmed news of her death, according to association president Lamin Kaba Bajo.<br />
Many of the undocumented migrants who arrive in Italy are Gambians.<br />
The Gambia's President Yahya Jammeh has been accused of intimidating the opposition - charges he denies.<br />

Jawara made her debut with the national women's side a year ago, after playing in the junior team. <br />
"She
will be remembered for saving a penalty kick in a friendly encounter
involving the national soccer team and the Glasgow Girls from Scotland,"
Mr Bajo told the AFP news agency.<br />

In a Facebook post, the federation said the manner in which she had died was "shocking". <br />
The coach of the Red Scorpions, a local team she played in, described Fatim as a very lovely person who always smiled. <br />

Mbega told the BBC's Focus on Africa programme that Jawara was a member
of the squad that represented the Gambia in the 2012 under-17 World Cup
in Azerbaijan, having first joined the team in 2009.<br />
"Fati was a
player who can play anywhere on the field. I'm really sad about this
because she fought so much to be number one," Ms Mbega said. <br />
She said she was not aware of Jawara being frustrated but added that Red Scorpion players were not paid salaries.<br />

Jawara's absence was nationally noticed when The Gambia national female
team was schedule to play Senegalese club Casa Sports during
celebrations to mark a girls football festival recently.<br />
She
played for local club Red Scorpions FC in Serekunda town, just outside
Banjul, where she made her way to being first-choice goalkeeper, leading
to her selection for the national team. <br />
Her death in the
Mediterranean has shocked Gambians and brings back the issue of illegal
migration facing the country into a shaper focus. <br />
Rumours started
flying that Fatim had gone on the "Back Way", the now famous name for
the boat journey across the Mediterranean to Italy, according to Red
Scorpions captain Fatu Fatty.<br />
"A few days later we confirmed from
her family that an agent had contacted them to say Fatim was among those
on the boat that capsized," Ms Fatty explained in tears."She was everyone's friend in the team. Jovial and funny to an extreme," Ms Fatty said.<br />
A
Gambia Football Federation official noted she was not the first
footballer to have suffered such a fate but she was one of the most
high-profile to have died this way. <br />

Prosecutors in Switzerland have
seized luxury cars belonging to the vice-president of Equatorial Guinea,
who they are investigating for corruption. </div>
Teodorin Obiang Nguema, the son of the country's president, is accused of money laundering. He has not commented.<br />
Swiss authorities have seized 11 cars in total. <br />
Among them was reportedly a Porsche valued at more than $830,000 (£667,000) and a Bugatti Veyron which sells for $2m (£1.7m).<br />
The accused is due in court next year in France on similar charges, which he denies. <br />
Prosecutors
in Geneva say he has plundered his country's oil wealth to buy
luxuries, including a private jet and Michael Jackson memorabilia. <br />
Equatorial Guinea, a small country on the west coast of Africa, struck oil in 1995.<br />
Its
president, Teodoro Obiang Nguema, is Africa's longest serving leader.
He has been described by rights organisations as one of Africa's most
repressive leaders. <br />

Inmates of the <strong><span class="tag-not-clickable" itemprop="keywords">#Buea central prison</span>, </strong>South
West Region of Cameroon have made known their desire to enroll at the
University of Buea so as to better serve the nation upon their
reinsertion into the society.<strong></strong><br />
The inmates through their representative, Gilbert Nyuykong Ntasin, who wrote and passed both <strong>Ordinary</strong> and <strong>Advanced</strong> level<strong> examinations</strong> as a detainee at the Buea central prison noted that access to education is their fundamental right as human beings.<br />

<strong>After sitting public exams while in jail, the inmates want more</strong></h2>
He tabled their request to the government Wednesday 19 October, 2016 during a solemn ceremony organized at the prison yard by<strong> Prison Fellowship</strong> <strong>Cameroon</strong> in partnership with Operation Total Impact, an NGO that provides education to inmates of the correction facility.<br />
While it was strange enough to learn that inmates were registered to sit for the Cameroon General Certificate of Education <strong>C</strong><strong>GCE exams</strong>
last year, Gilbert currently gives lectures to his fellow inmates after
being among the three prisoners who passed the Advanced Levels this
year took many by surprise with his request.<br />
Speaking on behalf of the <strong>student inmates</strong> who took
part in the school program, Gilbert Nyuykong suggested that he
appreciated the initiative which according to him goes a long way to
facilitate their reinsertion.<br />
<h2>
<strong>Detainees express desire to contribute to economic development.</strong></h2>
He further added that while education is the backbone of every
economy, if permitted to study at the university, they would be able to
contribute their own quota to economic development.<br />
Responding to his demand, the chief of service for adult literacy and
non-former education at the regional delegation of Basic Education Suh
Asoh Vera, said her hierarchy will be duly notified about their request.<br />

<strong>Over 56 students inmates receive didactic materials </strong></h2>
Speaking during the event which saw the donation of didactic materials to the over <strong>56 students</strong>,
Sama Raphael Ndaghu, principal of the school and chief executive
officer of Operation Total Impact which started the prison’s school
program congratulated the four students who passed the GCE exams in both
the A/O level.<br />
While calling on those to sit the government exams this year to put
forth their best, Sama Raphael took off time to acknowledge the teachers
residing both on and off campus for their <strong>humanitarian services</strong> which is rendered pro-bono.<br />

<strong>NGO poised to transform prisons into dormitories </strong></h2>
Pointing out that their mission is to transform prisons into <strong>dormitory schools</strong>, he
called on good will ambassadors to chip in something in order to
provide education which remains the greatest asset of mankind to those
behind bars.<br />
Also present at the ceremony was the superintendent in charge of the Buea Central Prision,
Thierry Fopa, Nana Abunaw Marie, president of Prisons Fellowship
Cameroon, representative from the delegation of Secondary Education who

South Africa has formally begun the process of withdrawing from the International Criminal Court (ICC), media reports say.</div>
They say diplomats have notified the UN of the move, accusing the ICC of bias against African countries.<br />
Last
year, South Africa refused to arrest Sudanese President Omar al-Bashir,
who is wanted by the ICC on charges of genocide and war crimes.<br />
He was attending an African Union summit in Johannesburg.<br />
Mr Bashir denies allegations he committed atrocities in Sudan's troubled western Darfur region.<br />
<b>What is the International Criminal Court?</b><br />
Several
media outlets say they have obtained a copy of the "Instrument of
Withdrawal", signed by South Africa's foreign minister.<br />
"The
Republic of South Africa has found that its obligations with respect to
the peaceful resolution of conflicts at times are incompatible with the
interpretation given by the International Criminal Court," the document
says.<br />
Neither South Africa nor the UN have officially confirmed the media reports.<br />
There are also conflicting legal opinions as to whether South Africa can leave the ICC without parliamentary approval.<br />

Human Rights Watch criticised the reported move.<br />
"South
Africa's proposed withdrawal from the International Criminal Court
shows startling disregard for justice from a country long seen as a
global leader on accountability for victims of the gravest crimes," said
Dewa Mavhinga, the NGO's Africa division senior researcher. <br />
"It's
important both for South Africa and the region that this runaway train
be slowed down and South Africa's hard-won legacy of standing with
victims of mass atrocities be restored," Mr Mavhinga said.<br />

Last year, South African warned it might leave the ICC.<br />
The
reported move to leave comes a week after the South African President
Jacob Zuma visited Kenya, a country that has been highly critical of the
ICC ever since the prosecutor charged its President Uhuru Kenyatta with
crimes against humanity. <br />
He denied the charges, and the trial later collapsed due to lack of evidence. <br />
Two
weeks ago Burundi became the first country to express its intent to
pull out of the ICC - a decision described by the court as "a setback in
the fight against impunity".<br />
Previously, the African Union has urged member states not to co-operate with the ICC, accusing it of bias against Africa.<br />
The

Several journeys have been cancelled and vehicles from Douala and from Yaounde stranded as they are caught up by a collapsed of the National Road No 3 at Manyai a locality some 70KM from Boumnyebel.<br />
This part of the road constructed over water has collapsed after a gradual degrading process. Passengers are now turning to other means of transportation either by rail or by air.<br />

Cameroon common law lawyers have ‘unanimously agreed’ to extend their work boycott for another week beginning Monday.</div>

The lawyers have been on strike
since October 11, protesting against what they termed the government's
disregard for the common law.</div>

So far, the government has maintained a deaf ear to their grievances.</div>

Saturday, the about 1,000-member disgruntled Associations of Cameroon
Common Law Lawyers noted ‘with regret’ that the government had not
yielded to their demands after they downed their tools for four days.<br />

traditional policy of divide and rule. Consequently, we call on our

In about a year , Cameroon will be able to assemble cars for local
consumption and sales in the Central Africa and African markets<br />
Government encourages this initiative as a means of ensuring the quality if cars that ply the roads in Cameroon.<br />
The Minister of Mines,Industries and Technological Development,
Ernest Gbwaboubou who visited the construction site this Thursday 13th
October 2016 noted with satisfaction the level of adavancement of work
at the site.<br />
Techinicians from Matgenie,the company carrying out the project updated the Minister on its execution rate.<br />
That first phase expected to be delivered within a four month time frame has already witnessed an eight per cent execution rate.<br />
They however contented that, heavy rains and the late arrival of funds slow down the process.<br />
It is worthnoting that the 27 hectare car assembly factory has been
set up in Bonaberi by the Indian Subsidairy, Cameroon Automobile
Industry Company,CAIC.<br />
The government and CAIC signed the deal for projects in Douala and Kribi on 11th June 2015<br />

Police have charged three men in the fatal shooting of Trinity Gay, the daughter of US track athlete Tyson Gay.</div>
Trinity
Gay, 15, died after being shot in the neck amid an exchange of gunfire
between two parked vehicles at a restaurant in Lexington, Kentucky.<br />
Police do not believe Trinity was in either of the vehicles involved in the early Sunday morning shootout.<br />

Another man, Dvonta Middlebrooks, 21, was charged with wanton endangerment and possession of a firearm by a convicted felon.<br />
All three men allegedly fired multiple shots during the incident.<br />
Witnesses
reported an exchange of gunfire between two vehicles, a grey Dodge
Charger and a dark-coloured sports car with tinted windows, at 0400
local time (0800GMT) on Sunday.<br />
Trinity was pronounced dead less than an hour later at the University of Kentucky Chandler Hospital.<br />
Another man was questioned by police but has not been charged, police said.<br />
The three men are scheduled to be appear at the Fayette District court later on Monday.<br />

Trinity was a talented sprinter at her local high school. <br />
She placed in the top five for several events in the Kentucky state competitions.<br />
"She
was a beautiful person, very outgoing, athletic, always wanting to
accomplish something," Debra Conley, Trinity's grandmother, <a class="story-body__link-external" href="http://www.kentucky.com/news/local/crime/article108654972.html">told the Lexington Herald-Leader newspaper</a>.<br />
"She
even said that since her father wasn't able to win his gold medal that
she would win it for him," she said, adding that Trinity hoped to go to
university to become a plastic surgeon.<br />
Kentucky High School
Athletic Association Commissioner Julian Tackett tweeted that he was
"shocked to hear of death of Trinity Gay. A life of such potential cut
so tragically short."<br />
USA Track and Field have also tweeted their condolences.<br />

Didier Drogba refused to play for
Montreal Impact after being told he would not be starting against
Toronto, according to coach Mauro Biello.</div>
The ex-Chelsea striker,
38, was absent from the Saputo Stadium where the Impact claimed a 2-2
draw to seal a Major League Soccer play-off spot.<br />
Montreal had earlier said he had a back injury to explain his omission.<br />
But Biello said: "He didn't accept that he would come off the bench and, in the end, he didn't want to be in the 18."<br />
The
coach added: "There was tightness in his back, yes, but he was capable
of playing. The organisation will have to handle this."<br />
Drogba, who left Chelsea in July 2015, has been used as a substitute in two of the Impact's past four games.<br />

Nigerian footballer Izu Joseph has died after being shot.</div>
The
24-year-old , who played in defence for Nigerian Premier League club
Shooting Stars, was hit by a stray bullet when gunmen attacked a market
in his hometown of Okaki in Rivers State.<br />
The club's <a class="sp-story-body__external-link" href="https://twitter.com/Official3SC">tweeted on its official account:</a>
"A Shooting STAR is gone! Izu Joseph is gone! Flamboyant defender is
gone! RIP, brother. What a life! May God strengthen his family
#Tragedy."<br />
Joseph joined the club three years ago.<br />
He was a key player as the team secured a return to the top flight from the second division in 2014.<br />

Canada’s highest court has just ruled that some sex acts between humans and animals are legal.</h2>
In a quixotic ruling, the country’s high court ruled that a man who
was on trial for raping and sexually exploiting his own daughters wasn’t
guilty of “bestiality.” The man <a href="http://www.independent.co.uk/news/world/americas/bestiality-legal-canada-supreme-court-a7073196.html" rel="noopener" target="_blank">reportedly</a>, “smeared peanut butter on the genitals of his victims and had the family dog lick it off while he videotaped the act.”<br />
The convicted man took his case to the Canadian Supreme Court,
demanding that the bestiality charge be nullified. In the end, the court
agreed.<br />
As a result of the rape case, the court ruled 7 to 1 that humans
having sexual contact with animals is OK if there is no “penetration”
involved in the act.<br />
In its ruling, the court decided that the legislature had not clearly
defined the terms in the country’s bestiality laws and the way the
statute is written should be read to only outlaw animal penetration,
whether that penetration is animal to human or vice versa.<br />
“Although bestiality was often subsumed in terms such as sodomy or
buggery, penetration was the essence — ‘the defining act’ — of the
offense,” the court’s ruling states as reported by <a href="http://www.independent.co.uk/news/world/americas/bestiality-legal-canada-supreme-court-a7073196.html" rel="noopener" target="_blank"><i>The Independent</i></a>.<br />
The high court’s lone dissenter, though, said the ruling would mean open season for the sexual exploitation of animals.<br />

“Acts with animals that have a sexual purpose are inherently
exploitative whether or not penetration occurs,” Justice Rosalie Abella
wrote in her dissent.<br />
Animal rights activist Camille Labchuk agreed with Justice Abella.
“As of today, Canadian law gives animal abusers license to use animals
for their own sexual gratification,” she told the paper. “This is
completely unacceptable, contrary to societal expectations, and cannot
be allowed to continue.”<br />
The question is a troublesome one here in the U.S. as well, dividing liberals and serving as a watchword to conservatives.<br />
Recently, for instance, animal rights activists in Ohio were rallying
for the legislature to make it more explicit that sex between humans
and animals is forbidden by state law.<br />
In April, <a href="http://nbc4i.com/2016/04/08/animal-rights-advocates-raise-awareness-for-ohio-senate-bill-that-criminalizes-bestiality/" rel="noopener" target="_blank">animal advocates were seen protesting</a>
at the state capital in Columbus to raise awareness that Ohio has no
law outlawing sexual exploitation of animals after a 61-year-old man was
arrested for committing sex acts with dogs.<br />
Ohio is one of only eleven U.S. states that don’t have any bestiality laws on the books, advocates say.<br />
The U.S. and Canada are no outliers in having a mixed record when dealing with bestiality. A recent article from the <a href="http://www.dailymail.co.uk/news/article-2352779/Bestiality-brothels-spreading-Germany-campaigner-claims-abusers-sex-animals-lifestyle-choice.html" rel="noopener" target="_blank"><i>Daily Mail</i></a>

Gay's 15-year-old daughter has been killed in a shooting in the US
state of Kentucky, police say.</div>
Police in Lexington said Trinity
Gay was hit in the neck during an exchange of fire between two vehicles
in a restaurant car park.<br />
She was taken to hospital where she later died, local media reported.<br />
Mr Gay, who is from Lexington, confirmed her death to local TV station Lex 18.<br />

shooting, which happened at about 0400 local time (0800 GMT) outside

Witnesses
reported an exchange of gunfire between two vehicles, a gray Dodge
Charger and a dark-coloured sports car with tinted windows.<br />
Ms Gay - who is not thought to have been in any of the vehicles - was taken to University of Kentucky hospital in a private car.<br />
Officers
located the Dodge Charger and detained two people for questioning but
were still searching for the other vehicle, police said.<br />
Tyson Gay was part of the US 100m relay team at the Rio Olympics.<br />

Nigerian President Muhammadu Buhari has responded to criticism from his wife by saying she belongs in his kitchen.</div>
On
a visit to Germany, he said: "I don't know which party my wife belongs
to, but she belongs to my kitchen and my living room and the other
room."<br />
Mr Buhari was standing next to Chancellor Angela Merkel, who seemed to glare at him.<br />
Aisha Buhari had said she might not back her husband at the next election unless he got a grip on his government.<br />
Responding
to questions by reporters, Mr Buhari said that having run for president
three times and having succeeded at the fourth attempt, he could "claim
superior knowledge over her".<br />

In an interview with the BBC's Hausa language service, Mrs Buhari, a
businesswoman and activist, suggested her husband's government had been
hijacked by only a "few people", who were behind presidential
appointments.<br />

"The president does not know 45 out of 50 of the people he appointed
and I don't know them either, despite being his wife of 27 years," she
said.<br />
Her decision to go public with her concerns will shock many
people, but it shows the level of discontent with the president's
leadership, says the BBC's Naziru Mikailu in the capital, Abuja. <br />
The president's remarks on the kitchen and "the other room" have been met with outrage on social media. <br />
There was immediate criticism for the president's thoughts on the role of women.<br />

first lady, belongs to his kitchen and that he knows not which party
she belongs to.
“I don’t know which party my wife belongs to, but she belongs to my
kitchen and my living room and the other room.”
His comments to reporters in Germany promted German Chancellor Angela
Merkel, standing at his side, to give him a short glare and then
laughed.
Recall that in an interview with BBC Hausa-language service broadcast
Friday, Aisha Buhari had said that her husband did not know many top
government appointees in his cabinet. She also accused them of not
sharing the vision of her husband’s party, the All Progressives
Congress party. Although she did not mention any names, she however
asked people to watch out for them on the television programmes.
Buhari, who was a military dictator in the 1980s, was elected in his
fourth run at the presidency in 2015 on the back of a coalition that
includes former foes and opportunists who abandoned the former governing
party of defeated President Goodluck Jonathan.
Buhari has not said whether he will run again in 2019.
“He is yet to tell me, but I have decided as his wife that if things
continue like this up to 2019, I will not go out and campaign again and
ask any woman to vote like I did before. I will never do it again,”

the tide against the Boko Haram insurgency. His government yesterday
announced the first negotiated release of 21 of 218 Chibok schoolgirls
kidnapped by Boko Haram in 2014.
However, Nigeria’s northeast faces a famine that threatens to kill tens
of thousands of children after Boko Haram disrupted the region’s
transportation and farming. Some areas remain dangerous and
inaccessible.

Portugal’s former prime minister Antonio Guterres was officially
nominated by the UN Security Council on Thursday to be the next United
Nations secretary-general. Guterres will take up the new post to succeed
Ban Ki-moon in January 2017.</h2>
The 15-member council unanimously adopted a
resolution formally presenting Guterres as their choice during a
closed-door session.<br />
The UN General Assembly’s 193 member-states are now expected
to approve Guterres as Ban’s successor at a vote expected to take place
next week.<br />
<a href="http://www.france24.com/en/20161005-portugal-ex-prime-minister-guterres-poised-become-next-un-secretary-general" target="_blank">Guterres </a>is
a self-described man of action who earned his stripes as the world
body's refugee chief, tirelessly pressing rich nations to do more.<br />
An engineer by training and fervent Catholic, Guterres, 67,
fought unflaggingly for migrants' rights for over a decade as UN High
Commissioner for Refugees from June 2005 to December 2015.<br />
He repeatedly warned that millions of refugees fleeing conflicts in <a href="https://www.blogger.com/null" target="_blank">Syria</a>, <a href="https://www.blogger.com/null" target="_blank">Iraq </a>and <a href="https://www.blogger.com/null" target="_blank">Afghanistan </a>would turn to Europe if nations like Turkey and Jordan did not receive more help to cope.<br />
"When people say they cannot receive Syrian refugees because
they are Muslims, those that say it are supporting terrorist
organisations and allowing them to be much more effective in recruiting
people," he said in December just before he stepped down as UN refugee
chief.<br />

Guterres' two terms at the helm of the UN agency were also
marked by a reform of its internal structures which reduced the number
of staff at its Geneva headquarters by a third.<br />
The overhaul boosted the agency's capacity to respond to international crisis by deploying more staff closer to hotspots.<br />
Former Portuguese president Anibal Cavaco Silva said earlier
this year that Guterres had "left a legacy" at the refugee agency "that
means today he is a respected voice and all the world listens to him."<br />
<br />
<strong>'On the ground'</strong><br />
Frequently also touted as a possible candidate for president of <a href="http://www.france24.com/en/tag/portugal/" target="_blank">Portugal</a>, the Socialist Guterres said he has declined to run because he would rather "play ball" than be "a referee".<br />
"I like action, being on the ground, I like things that
force me to permanently intervene," he added in an interview with
Portuguese public television RTP in January.<br />

Born in Lisbon on April 30, 1949, Guterres joined Portugal's
Socialist party following the country's 1974 "Carnation revolution"
which put an end to nearly five decades of dictatorship.<br />
Elected a lawmaker in 1976 in Portugal's first democratic
election following the revolution, Guterres, an engineer by training,
quickly earned a reputation as a gifted orator.<br />
In 1992 he became secretary general of the Socialist party, in opposition at the time.<br />
Guterres, who comes across as approachable, led the party to
victory in the next general election in 1995, becoming prime minister.<br />
Portugal was undergoing rapid economic growth at the time
and enjoying nearly full employment, which allowed Guterres to set up a
guaranteed minimum income, one of his government's flagship measures.<br />
Staunchly pro-<a href="http://www.france24.com/en/tag/european-union/" target="_blank">EU</a>,
Guterres made meeting the criteria for membership in the euro single
currency area a priority and Portugal was among the 11 nations that
adopted the common currency when it was launched in 1999.<br />
Under his watch the Socialists were re-elected in 1999, again without an absolute majority in parliament.<br />
<strong>Anti-abortion</strong><br />
His detractors blame him for contributing to the victory of
the "no" side in a 1998 referendum on a proposal to liberalise
Portugal's strict law against abortion.<br />
Guterres allowed the referendum but publicly opposed to the abortion law being changed.<br />
When East Timor, a former Portuguese colony, erupted into
violence in 1999 after the territory voted in a referendum in favour of
independence from Indonesia, Guterres led diplomatic efforts to convince
the <a href="http://www.france24.com/en/tag/united-nations/" target="_blank">United Nations</a> to intervene to restore peace.<br />
His stewardship of Portugal's turn at the helm of the
rotating presidency of the European Union during the first half of 2000
was considered a success.<br />
Lisbon hosted the first EU-Africa summit and the European
Commission adopted the so-called Lisbon Agenda which aimed to make the
EU the "most dynamic and competitive knowledge-based economy" by 2010.<br />

His popularity in Portugal, however, waned during this time as the economy slowed.<br />
Guterres resigned after the Socialists took a drubbing in
local election at the end of 2001, saying he wanted to prevent the
country from falling into a "political swamp".<br />
He also abandoned Portuguese politics to focus on a diplomatic career abroad.<br />
Guterres became a widower in 1998, and remarried three years later. He has two children by his first wife.<br />
